MAPAQ – Transformation Alimentaire

The Transformation Alimentaire Program, offered by the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation du Québec (MAPAQ), provides financial assistance to support the productivity, competitiveness, and environmental performance of Quebec’s food processing sector.

Amount of Funding
To support Quebec-based food processing businesses in:
- Increasing workforce productivity
- Enhancing market access through quality and food safety systems
- Improving environmental sustainability
- Addressing sector-specific challenges, particularly in slaughterhouses and cheesemaking
Eligible Applicants
Program Streams (Volets)
Volet 1 – Project Planning & Skills Development
- Objective: Support businesses in planning development projects through external expertise and internal skills development.
- Funding: 50%, up to $75,000
Eligible Applicants:
- Quebec-based food processing companies
- Must demonstrate a clear development project requiring planning or training
Volet 2 – Workforce Productivity
- Objective: Increase productivity through automation, robotics, and integrated management systems.
- Funding: 50%, up to $150,000 per applicant or group of related applicants, associations, or non-profit organizations, for the duration of the program (starting April 1, 2025)
Eligible Applicants:
- Food processing companies with operations in Quebec
- Must demonstrate a need for productivity improvement
Volet 3 – Quality & Food Safety Management
- Objective: Help businesses meet market-specific regulatory requirements and improve food safety systems.
- Funding: 50%, up to $150,000 per applicant or group of related applicants, associations, or non-profit organizations, for the duration of the program (starting April 1, 2025)
Eligible Applicants:
- Quebec-based food processors targeting new markets or regulatory compliance
Volet 4 – Sector-Specific Competitiveness & Environmental Challenges
- Objective: Address competitiveness and environmental issues in slaughterhouses and cheesemaking facilities.
- Funding per sub-stream (2): 50%, up to $150,000 per applicant or group of related applicants, associations, or non-profit organizations, for the duration of the program (starting April 1, 2025)
- 4.1 – Competitiveness of Slaughterhouses and Cheesemakers
- 4.2 – Environmental and Regional Challenges

- Slaughterhouses and cheesemakers operating in Quebec
Eligible Activities

Eligible Activities:
- Hiring external consultants for feasibility studies or strategic planning
- Internal training to support project implementation
Volet 2 – Workforce Productivity
- Objective: Increase productivity through automation, robotics, and integrated management systems.
Eligible Activities:
- Acquisition and integration of automation or robotic equipment
- Implementation of ERP or other integrated management systems
- Process optimization projects
Volet 3 – Quality & Food Safety Management
- Objective: Help businesses meet market-specific regulatory requirements and improve food safety systems.
Eligible Activities:
- Implementation or upgrade of quality assurance systems (e.g., HACCP, GFSI)
- Equipment or facility upgrades required for compliance
- Staff training related to food safety
Volet 4 – Sector-Specific Competitiveness & Environmental Challenges
- Objective: Address competitiveness and environmental issues in slaughterhouses and cheesemaking facilities.
Eligible Activities:
- 4.1 – Projects that improve competitiveness (e.g., modernization, capacity expansion)
- 4.2 – Environmental upgrades (e.g., wastewater treatment, energy efficiency)
- 4.2 – Projects addressing regional or sector-specific challenges
