The OCI – Digital Modernization and Adoption Plan (DMAP) supports SMEs to better understand their organization’s technology needs, guide their digital transformation decision-making, and optimize their technology investments. The Digital Modernization and Adoption Program encourages and supports SMEs to work with a Digital Adoption Consultant to generate a Digital Modernization and Adoption Plan tailored specifically to their organization’s digital needs.
This program is administered through Ontario Centre for Innovation (OCI).

Eligible Applicants
Incorporated federally or provincially with a valid Business Number, are a for-profit, privately owned business, and have between 1 – 499 full time equivalent employees.
Amount of Funding
The OCI Digital Modernization and Adoption Plan (DMAP) program provides up to 50% reimbursement of eligible project costs, to a maximum contribution of $15,000 per business.
Funding is intended to help Ontario small and medium-sized enterprises (SMEs) assess their current digital capabilities and develop a customized roadmap for digital transformation. Through the program, businesses work with an approved Digital Adoption Consultant (DAC) to identify technology gaps, evaluate opportunities for improvement, and create a strategic implementation plan.
The funding can be used to offset consulting costs associated with developing a Digital Modernization and Adoption Plan that supports long-term growth and productivity improvements.
Funding levels are based on:
- Total eligible consulting costs
- Scope and complexity of the digital assessment
- Business size and operational requirements
- Proposed digital transformation objectives
Applicants are responsible for covering any project costs not reimbursed through the program.
Eligible Applicants
The OCI Digital Modernization and Adoption Plan program supports Ontario SMEs that are looking to improve their competitiveness through digital transformation and technology adoption.
To be eligible, applicants must generally:
- Be incorporated federally or provincially
- Possess a valid Canadian Business Number (BN)
- Operate as a for-profit, privately owned business
- Have between 1 and 499 full-time equivalent (FTE) employees
- Maintain a permanent establishment in Ontario
Eligible businesses may operate in a variety of sectors, including:
- Manufacturing
- Professional services
- Technology
- Distribution and logistics
- Retail and e-commerce
- Construction
- Agri-food
- Healthcare and life sciences
Applicants should demonstrate a commitment to improving business operations through the adoption of digital technologies and data-driven decision-making.
Eligible Activities
The OCI Digital Modernization and Adoption Plan program supports projects that help businesses assess, plan, and prepare for digital transformation initiatives.
Eligible activities include working with an approved Digital Adoption Consultant (DAC) from the designated roster to develop a customized Digital Modernization and Adoption Plan.
The resulting plan may include recommendations related to:
- Enterprise software adoption
- Business process automation
- Data analytics and business intelligence
- Cybersecurity improvements
- Customer relationship management (CRM) systems
- Enterprise resource planning (ERP) systems
- Cloud technology implementation
- Digital workflow optimization
