L&rsquo;une de ces initiatives semble \u00eatre le <a href=\"https:\/\/docs.google.com\/document\/d\/1-sEY7vTlLoGJ-9EQ8cGYpyO1n_aa2swA\/edit\"><strong>Fonds canadien de croissance (FCC)<\/strong><\/a>.<\/p>\n\n\n\n<p>Le FCC est peut-\u00eatre le programme de financement gouvernemental le plus important pour les entreprises canadiennes en 2023 qui a \u00e9t\u00e9 discut\u00e9 dans l&rsquo;<a href=\"https:\/\/staging601stg.wpenginepowered.com\/blog\/government-funding\/2022-fall-economic-statement\/\"><strong>\u00c9nonc\u00e9 \u00e9conomique de l&rsquo;automne 2022 (EEA) du Canada<\/strong><\/a>. Il a \u00e9t\u00e9 annonc\u00e9 pour la premi\u00e8re fois dans le <a href=\"https:\/\/staging601stg.wpenginepowered.com\/blog\/government-funding\/canada-federal-budget-2022\/\"><strong>budget f\u00e9d\u00e9ral canadien de 2022<\/strong><\/a>, o\u00f9 peu d&rsquo;informations ont \u00e9t\u00e9 communiqu\u00e9es sur les d\u00e9tails du programme, quand et comment il fonctionnerait, et quelles entreprises seraient \u00e9ligibles.<\/p>\n\n\n\n<p>Malgr\u00e9 l&rsquo;absence d&rsquo;informations transparentes sur les crit\u00e8res d&rsquo;admissibilit\u00e9, les montants de financement et les calendriers sp\u00e9cifiques de ce programme, il existe quelques indices sur ce \u00e0 quoi les entreprises canadiennes peuvent s&rsquo;attendre.<\/p>\n\n\n\n<p>Dans le cadre de son mandat d&rsquo;investissement dans les entreprises et les projets canadiens, le Fonds de croissance du Canada (FCC) vise \u00e0 investir dans une \u00e9conomie nette z\u00e9ro. Pour ce faire, l&rsquo;organisation esp\u00e8re attirer des investissements priv\u00e9s substantiels de la part d&rsquo;une industrie qui, selon elle, rec\u00e8le des milliards de dollars de profits potentiels.<\/p>\n\n\n\n<p>Le FCC vise \u00e0 atteindre les importants objectifs de politique \u00e9conomique nationale suivants :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rapprocher le Canada de ses objectifs climatiques et r\u00e9duire ses \u00e9missions dans le processus ;<\/li>\n\n\n\n<li>Int\u00e9grer rapidement des technologies cl\u00e9s telles que le Captage, utilisation et stockage du CO2 (CUSC) et l&rsquo;hydrog\u00e8ne \u00e0 faible teneur en carbone ;<\/li>\n\n\n\n<li>Veiller \u00e0 ce que la propri\u00e9t\u00e9 intellectuelle des entreprises canadiennes soit conserv\u00e9e et \u00e0 ce que des emplois soient cr\u00e9\u00e9s dans les entreprises canadiennes ; et<\/li>\n\n\n\n<li>Maximiser l&rsquo;utilisation des ressources naturelles et renforcer les cha\u00eenes d&rsquo;approvisionnement afin d&rsquo;accro\u00eetre la prosp\u00e9rit\u00e9 \u00e9conomique et la durabilit\u00e9 environnementale du Canada.<\/li>\n<\/ul>\n\n\n\n<p>Il est int\u00e9ressant de noter que l\u2019\u00c9nonc\u00e9 \u00e9conomique de l\u2019automne de 2022 (EEC) mentionne que le financement sera probablement allou\u00e9 sur une base concessionnelle, sous forme de pr\u00eats et de contrats.<\/p>\n\n\n\n<p>La Corporation de d\u00e9veloppement des investissements du Canada (CDEV) pr\u00e9voit de lancer le Fonds de croissance d&rsquo;ici la fin de l&rsquo;ann\u00e9e 2022 afin de pouvoir commencer \u00e0 investir imm\u00e9diatement pour aider le Canada \u00e0 atteindre ses objectifs climatiques et \u00e9conomiques. Une structure permanente et ind\u00e9pendante du Fonds de croissance sera mise en place par le gouvernement au cours du premier semestre 2023.<a href=\"https:\/\/docs.google.com\/document\/d\/1r6Vzx3Se5VE8nXqG5IUWFkVS_6GN_hZM\/edit\"><\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-comprendre-le-fonds-de-croissance-du-canada\"><strong>Comprendre le Fonds de croissance du Canada<\/strong><\/h2>\n\n\n\n<p>\u00c0 bien des \u00e9gards, le Fonds de croissance du Canada (FCC) est une r\u00e9ponse \u00e0 la loi sur la r\u00e9duction de l&rsquo;inflation (IRA) qui a \u00e9t\u00e9 adopt\u00e9e aux \u00c9tats-Unis et qui pr\u00e9voit d&rsquo;allouer jusqu&rsquo;\u00e0 369 milliards de dollars de financement \u00e0 des projets li\u00e9s au climat et \u00e0 l&rsquo;\u00e9nergie. L&rsquo;initiative IRA, bien que tr\u00e8s prometteuse pour les \u00c9tats-Unis et un signe de progr\u00e8s climatique pour le monde entier, signifie que le Canada souffrira du retrait de talents qualifi\u00e9s, de capitaux pour des projets, de ressources, et plus encore, s&rsquo;il ne r\u00e9pond pas en nature avec son propre programme. C&rsquo;est ce qui a inspir\u00e9 le Fonds canadien de croissance.<\/p>\n\n\n\n<p>La mise en \u0153uvre du FCC sera guid\u00e9e par cinq crit\u00e8res principaux :<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-la-rapidite\"><strong>La rapidit\u00e9<\/strong><\/h3>\n\n\n\n<p>Le gouvernement canadien met l&rsquo;accent sur la mise en \u0153uvre rapide du FCC. Pour atteindre les objectifs ambitieux du Canada en mati\u00e8re de r\u00e9duction des \u00e9missions \u00e0 l&rsquo;horizon 2030, le FCC doit \u00eatre mis en place le plus rapidement possible afin de ne pas se laisser distancer par d&rsquo;autres pays.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-independance-et-credibilite-sur-le-marche\"><strong>Ind\u00e9pendance et cr\u00e9dibilit\u00e9 sur le march\u00e9<\/strong><\/h3>\n\n\n\n<p>Afin de maintenir sa cr\u00e9dibilit\u00e9 sur le march\u00e9 et de gagner la confiance des autres investisseurs, le FCC doit \u00eatre en mesure de prendre des d\u00e9cisions d&rsquo;investissement ind\u00e9pendantes et en temps opportun.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-source-de-financement\"><strong>Source de financement<\/strong><\/h3>\n\n\n\n<p>Pour que le FCC dispose d&rsquo;une base de capital stable \u00e0 long terme, il a besoin d&rsquo;un m\u00e9canisme de financement s\u00fbr.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-gouvernance\"><strong>Gouvernance<\/strong><\/h3>\n\n\n\n<p>Afin de g\u00e9rer de fa\u00e7on responsable un fonds d&rsquo;investissement d&rsquo;une telle importance pour le Canada, la FCC doit rapidement se doter d&rsquo;une structure de gouvernance et d&rsquo;une \u00e9quipe de direction.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-transparence\"><strong>Transparence<\/strong><\/h3>\n\n\n\n<p>Pour que le FCC soit pleinement responsable devant les Canadiens, il doit fournir des rapports publics transparents sur ses op\u00e9rations, ses investissements et sa performance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-le-fonds-canadien-de-croissance-est-il-une-subvention\"><strong>Le Fonds canadien de croissance est-il une subvention ?<\/strong><\/h2>\n\n\n\n<p>La mani\u00e8re dont le Fonds de croissance du Canada attribuera les fonds aux candidats retenus n&rsquo;est pas encore claire. Toutefois, le document technique du FCC indique qu&rsquo;il y aura quatre offres d&rsquo;investissement distinctes :<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Actions ou dettes concessionnelles ;<\/li>\n\n\n\n<li>Contrats de diff\u00e9rence ;<\/li>\n\n\n\n<li>Fonds propres d&rsquo;ancrage ; et<\/li>\n\n\n\n<li>Contrats d&rsquo;achat.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-quand-le-fonds-canadien-de-croissance-sera-t-il-lance\"><strong>Quand le Fonds canadien de croissance sera-t-il lanc\u00e9 ?<\/strong><\/h2>\n\n\n\n<p>Le gouvernement f\u00e9d\u00e9ral canadien n&rsquo;a pas encore fix\u00e9 de date pour le lancement du FCC. Cependant, les \u00e9ch\u00e9ances du programme fournies dans le budget f\u00e9d\u00e9ral de 2022 et l&rsquo;\u00e9nonc\u00e9 \u00e9conomique f\u00e9d\u00e9ral de l&rsquo;automne sugg\u00e8rent une date de lancement du programme au d\u00e9but de 2023.<\/p>\n\n\n\n<p><a
