Passer de l&rsquo;apprentissage d&rsquo;une industrie, d&rsquo;un segment ou d&rsquo;un espace \u00e0 la signature d&rsquo;un contrat avec un fournisseur pr\u00e9f\u00e9r\u00e9 peut \u00eatre complexe ; heureusement, l&rsquo;utilisation des bons documents aide consid\u00e9rablement.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Dans cet article, je souhaite examiner trois documents cl\u00e9s du processus d&rsquo;approvisionnement qui aident \u00e0 identifier quel fournisseur est le plus adapt\u00e9 \u00e0 vos besoins.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-faites-defiler-vers-le-bas-pour\">Faites d\u00e9filer vers le bas pour :<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li><a href=\"#RFI\">Demande d&rsquo;information (DDI)<\/a><\/li>\n\n\n\n<li><a href=\"#RFP\">Demande de proposition (DDP)<\/a><\/li>\n\n\n\n<li><a href=\"#RFQ\">Demande de devis (DDD)<\/a><\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-types-de-documents-d-approvisionnement-ddi-ddp-ddd\">Types de documents d&rsquo;approvisionnement : DDI,DDP, DDD<\/h2>\n\n\n\n<p>Les trois types de documents de processus d&rsquo;approvisionnement les plus courants sont la demande d&rsquo;information (DDI), la demande de proposition (DDP) et la demande de devis (DDD). Chaque document a un but diff\u00e9rent. Vous n&rsquo;aurez peut-\u00eatre pas besoin d&rsquo;utiliser les trois pour un projet d&rsquo;approvisionnement donn\u00e9 ; cependant, il est probable que vous aurez besoin d&rsquo;utiliser chaque type de document \u00e0 un moment donn\u00e9.<\/p>\n\n\n\n<p>La demande de proposition est le type de document le plus courant car elle agit comme un fourre-tout pour les autres. Nous avons vu des entreprises \u00e9mettre une \u00ab\u00a0RFP\u00a0\u00bb qui demande des informations ou une demande de devis.<\/p>\n\n\n\n<p>Il existe des diff\u00e9rences subtiles mais importantes entre chaque type de demande qui influencent le moment o\u00f9 un acheteur utilise, et comment un vendeur r\u00e9pond \u00e0, chaque document.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Request for Proposal is the most common document type as it acts as a catch-all for the others. We\u2019ve seen companies issue an \u201cDDP\u201d that requests information or a request for quotations.<br><\/p>\n<\/blockquote>\n\n\n\n<p>There are subtle but important differences between each of the request types that impact when a buyer uses, and how a seller responds to, each document.<br><a name=\"RFI\"><\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-demande-d-information-ddi\">Demande d&rsquo;information (DDI)<\/h3>\n\n\n\n<p>Le premier type de document est la demande d&rsquo;information. Celles-ci sont g\u00e9n\u00e9ralement utilis\u00e9es lorsqu&rsquo;un acheteur a une exp\u00e9rience et un acc\u00e8s limit\u00e9s \u00e0 une industrie. Prenons l&rsquo;exemple des CRM d&rsquo;entreprise ; si vous, en tant qu&rsquo;acheteur, n&rsquo;avez jamais utilis\u00e9 de CRM et avez une compr\u00e9hension limit\u00e9e de ce que sont les CRM, vous pouvez \u00e9mettre une DDI pour mieux comprendre l&rsquo;industrie.<\/p>\n\n\n\n<p>Voici quelques caract\u00e9ristiques cl\u00e9s de l&rsquo;utilisation d&rsquo;une DDI par un acheteur et de ce qu&rsquo;un vendeur doit s&rsquo;attendre \u00e0 fournir en r\u00e9ponse :<\/p>\n\n\n\n<p>C\u00f4t\u00e9 acheteur :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Utilis\u00e9 pour obtenir des informations de haut niveau sur les capacit\u00e9s des fournisseurs, le paysage g\u00e9n\u00e9ral de l&rsquo;industrie, le paysage concurrentiel, etc. ;<\/li>\n\n\n\n<li>Pose des questions g\u00e9n\u00e9rales pour inviter une large gamme de r\u00e9ponses ; et<\/li>\n\n\n\n<li>\u00c9num\u00e8re des crit\u00e8res larges.<\/li>\n<\/ul>\n\n\n\n<p>C\u00f4t\u00e9 vendeur :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Temps de r\u00e9ponse plus court et plus rapide ;<\/li>\n\n\n\n<li>Un aper\u00e7u g\u00e9n\u00e9ral de vos produits\/services et des capacit\u00e9s de votre entreprise ; et<\/li>\n\n\n\n<li>Prouver votre expertise et votre position de leader dans l&rsquo;industrie.<\/li>\n<\/ul>\n\n\n\n<p>Le r\u00e9sultat du processus de DDI est qu&rsquo;un acheteur devrait avoir une longue liste de fournisseurs potentiels identifi\u00e9s pour son projet et peut passer \u00e0 l&rsquo;\u00e9mission d&rsquo;une DDP ou d&rsquo;une DDD.<br><a name=\"RFP\"><\/a><a name=\"RFQ\"><\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-demande-de-proposition-ddp-et-ou-demande-de-devis-ddd\">Demande de proposition (DDP) et\/ou demande de devis (DDD)<\/h3>\n\n\n\n<p>La deuxi\u00e8me \u00e9tape du processus de documentation d&rsquo;approvisionnement est la demande de proposition ou la demande de devis. Ces deux documents ne sont pas interchangeables, mais il existe des cas o\u00f9 vous pouvez passer directement \u00e0 la DDD.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Si le processus de demande d&rsquo;information vous a donn\u00e9 suffisamment d&rsquo;informations pour d\u00e9terminer vos besoins exacts, vous pouvez directement utiliser une demande de devis.<\/p>\n<\/blockquote>\n\n\n\n<p>Avec une DDD, l&rsquo;acheteur dit aux vendeurs exactement ce qu&rsquo;il veut : \u00ab\u00a0fournissez-moi un devis pour les articles suivants.\u00a0\u00bb Une DDP, cependant, demande au vendeur de proposer comment il r\u00e9soudra ou r\u00e9pondra aux besoins de l&rsquo;acheteur : \u00ab\u00a0fournissez-moi votre proposition sur la fa\u00e7on de r\u00e9soudre mes probl\u00e8mes.\u00a0\u00bb<\/p>\n\n\n\n<p>Demande de proposition:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Conduite par le vendeur \u2013 le vendeur fournit des orientations et des conseils sur la mani\u00e8re de r\u00e9aliser le projet ; et<\/li>\n\n\n\n<li>L&rsquo;acheteur est responsable de la d\u00e9finition de ses besoins et des exigences du projet.<\/li>\n<\/ul>\n\n\n\n<p>Demande de devis:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Conduite par l&rsquo;acheteur \u2013 l&rsquo;acheteur fournit des orientations sur tout ce dont il a besoin et demande aux vendeurs des prix pour r\u00e9pondre aux exigences ; et<\/li>\n\n\n\n<li>Le vendeur est responsable de l&#8217;emballage de son service\/produit selon les sp\u00e9cifications de l&rsquo;acheteur.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-integration-du-financement-rs-amp-de-dans-l-approvisionnement\"><strong>Int\u00e9gration du financement RS&amp;DE dans l&rsquo;approvisionnement<\/strong><\/h2>\n\n\n\n<p>Le programme de recherche scientifique et de d\u00e9veloppement exp\u00e9rimental (RS&amp;DE) est un incitatif fiscal f\u00e9d\u00e9ral con\u00e7u pour encourager les entreprises canadiennes \u00e0 mener des activit\u00e9s de recherche et d\u00e9veloppement (R&amp;D). Int\u00e9grer les consid\u00e9rations RS&amp;DE dans le processus d&rsquo;approvisionnement peut \u00eatre avantageux, en particulier lors de la s\u00e9lection de fournisseurs pour des projets de R&amp;D.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-criteres-d-eligibilite-pour-la-rs-amp-de\">Crit\u00e8res d&rsquo;\u00e9ligibilit\u00e9 pour la RS&amp;DE :<\/h3>\n\n\n\n<p>Pour \u00eatre admissible aux cr\u00e9dits d&rsquo;imp\u00f4t RS&amp;DE, un projet doit r\u00e9pondre \u00e0 des crit\u00e8res sp\u00e9cifiques :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Avancement technologique : Le travail doit viser \u00e0 cr\u00e9er de nouveaux mat\u00e9riaux, dispositifs, produits ou processus, ou \u00e0 am\u00e9liorer ceux existants, conduisant \u00e0 un avancement technologique.<\/li>\n\n\n\n<li>Incertitude technologique : Le projet doit aborder des incertitudes qui ne peuvent \u00eatre r\u00e9solues en utilisant des pratiques standard.<\/li>\n\n\n\n<li>Enqu\u00eate syst\u00e9matique : L&rsquo;approche doit impliquer une enqu\u00eate syst\u00e9matique, y compris la formulation d&rsquo;hypoth\u00e8ses, les tests et l&rsquo;analyse des r\u00e9sultats.<\/li>\n<\/ul>\n\n\n\n<p>Les d\u00e9penses admissibles peuvent inclure les salaires, les mat\u00e9riaux, les frais g\u00e9n\u00e9raux et une partie des paiements de contrats directement li\u00e9s aux activit\u00e9s de R&amp;D.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-integration-de-la-rs-amp-de-dans-les-documents-d-approvisionnement\"><strong>Int\u00e9gration de la RS&amp;DE dans les documents d&rsquo;approvisionnement :<\/strong><\/h3>\n\n\n\n<p>Lors de la pr\u00e9paration de documents d&rsquo;approvisionnement pour des projets li\u00e9s \u00e0 la R&amp;D, consid\u00e9rez les \u00e9l\u00e9ments suivants :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dans les DDI : Renseignez-vous sur l&rsquo;exp\u00e9rience des fournisseurs avec des projets admissibles \u00e0 la RS&amp;DE et leur familiarit\u00e9 avec les exigences du programme.<\/li>\n\n\n\n<li>Dans les DDP : Demandez des propositions d\u00e9taill\u00e9es sur la mani\u00e8re dont les fournisseurs pr\u00e9voient d&rsquo;atteindre des avanc\u00e9es technologiques et de g\u00e9rer les incertitudes. Demandez des pratiques de documentation conformes aux crit\u00e8res de la RS&amp;DE.<\/li>\n\n\n\n<li>Dans les DDD : Recherchez des devis qui d\u00e9limitent clairement les co\u00fbts associ\u00e9s aux activit\u00e9s admissibles \u00e0 la RS&amp;DE pour faciliter les demandes de cr\u00e9dits d&rsquo;imp\u00f4t pr\u00e9cises.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-avantages-de-la-rs-amp-de-dans-l-approvisionnement\">Avantages de la RS&amp;DE dans l&rsquo;approvisionnement :<\/h3>\n\n\n\n<p>Int\u00e9grer les consid\u00e9rations RS&amp;DE peut conduire \u00e0 :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Incitations financi\u00e8res : Les cr\u00e9dits d&rsquo;imp\u00f4t peuvent compenser une partie importante des d\u00e9penses de R&amp;D, r\u00e9duisant les co\u00fbts globaux du projet.<\/li>\n\n\n\n<li>Innovation accrue : Encourage les fournisseurs \u00e0 proposer des solutions de pointe, sachant que leurs efforts de R&amp;D peuvent \u00eatre subventionn\u00e9s.<\/li>\n\n\n\n<li>Partenariats strat\u00e9giques : Aligne l&rsquo;approvisionnement avec des fournisseurs engag\u00e9s dans l&rsquo;innovation et ayant un historique de projets de R&amp;D r\u00e9ussis.<\/li>\n<\/ul>\n\n\n\n<p>Pour plus d&rsquo;informations d\u00e9taill\u00e9es sur l&rsquo;admissibilit\u00e9 \u00e0 la RS&amp;DE et comment cela peut b\u00e9n\u00e9ficier \u00e0 votre processus d&rsquo;approvisionnement, envisagez de consulter des ressources telles que le  <a href=\"https:\/\/tax.ryan.com\/SRED-101-Guide\">Guide Ryan&rsquo;s SR&amp;ED 101.<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading relative inline-flex items-center\" id=\"h-services-fiscaux-de-ryan\"><span class=\"truncate\">Services fiscaux de Ryan<\/span><\/h3>\n\n\n\n<p>En int\u00e9grant de mani\u00e8re r\u00e9fl\u00e9chie les consid\u00e9rations de financement RS&amp;DE dans votre strat\u00e9gie d&rsquo;approvisionnement, votre organisation peut maximiser les incitations fiscales disponibles, favoriser l&rsquo;innovation et \u00e9tablir des partenariats avec des fournisseurs qui le sont.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-completer-le-processus-d-approvisionnement-passer-au-contrat\">Compl\u00e9ter le processus d&rsquo;approvisionnement : passer au contrat<\/h2>\n\n\n\n<p>Dans de nombreux cas, le processus d&rsquo;approvisionnement se d\u00e9roulera de la demande d&rsquo;information \u00e0 la demande de proposition, \u00e0 la demande de devis, puis enfin \u00e0 la contractualisation. \u00c0 chaque \u00e9tape, l&rsquo;entonnoir des fournisseurs potentiels se r\u00e9tr\u00e9cit \u00e0 mesure que l&rsquo;acheteur acquiert une meilleure compr\u00e9hension de ses besoins et des relations de travail pr\u00e9f\u00e9r\u00e9es.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Si vous avez correctement cadr\u00e9 votre DDI, il est possible de recueillir suffisamment d&rsquo;informations pour identifier une liste restreinte et passer directement au processus de devis.<\/p>\n<\/blockquote>\n\n\n\n<p>Le processus de DDI peut vous aider \u00e0 identifier vos d\u00e9sirs et besoins, ce qui vous permet de d\u00e9velopper une DDP plus strat\u00e9gique. \u00c0 partir de l\u00e0, vous pouvez passer directement au processus de contractualisation si les fournisseurs r\u00e9pondent \u00e0 la DDD avec une proposition qui r\u00e9pond \u00e0 vos besoins.<\/p>\n\n\n\n<p>Du point de vue de l&rsquo;acheteur, nous constatons que le processus d&rsquo;approvisionnement et d&rsquo;appel d&rsquo;offres est le plus r\u00e9ussi lorsqu&rsquo;il y a une DDI suivie soit d&rsquo;une DDP soit d&rsquo;une DDD. Dans les cas o\u00f9 l&rsquo;acheteur a d\u00e9j\u00e0 de l&rsquo;exp\u00e9rience avec les produits\/services achet\u00e9s, nous recommandons de sauter le processus de DDI.<\/p>\n\n\n\n<p>Du point de vue du vendeur, vous \u00eates plus susceptible de remporter un contrat lorsque vous mettez des efforts pour r\u00e9pondre \u00e0 chaque niveau. Faites conna\u00eetre votre nom \u00e0 l&rsquo;acheteur t\u00f4t, fournissez autant d&rsquo;informations et d&rsquo;\u00e9ducation que possible d\u00e8s le d\u00e9part, et validez votre position avec des t\u00e9moignages\/r\u00e9f\u00e9rences. M\u00eame lorsque votre offre ne peut pas correspondre parfaitement aux exigences de la DDP\/DDD, il est important de mettre en place un dossier de candidature complet qui aborde chaque domaine en question.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-investir-dans-le-processus-d-approvisionnement\">Investir dans le processus d&rsquo;approvisionnement<\/h2>\n\n\n\n<p>Si vous avez une exp\u00e9rience limit\u00e9e en mati\u00e8re d&rsquo;approvisionnement, que ce soit du c\u00f4t\u00e9 de l&rsquo;achat ou de la vente, vous verrez des rendements d\u00e9croissants. Du c\u00f4t\u00e9 de l&rsquo;acheteur, vous ne pourrez peut-\u00eatre pas articuler exactement ce que vous voulez, \u00eatre suffisamment sp\u00e9cifique (ou \u00eatre trop sp\u00e9cifique), ou d\u00e9finir des crit\u00e8res pour les r\u00e9ponses. Cela impacte l&rsquo;int\u00e9r\u00eat des fournisseurs ainsi que la qualit\u00e9 des soumissions.<\/p>\n\n\n\n<p>Votre objectif, en tant qu&rsquo;acheteur, est d&rsquo;identifier autant de vendeurs qualifi\u00e9s que possible.
